The 1912 General Ordinance of the Navy states (Art. 1119) that the flag of the Chief of the Navy Department shall be a square version of the national ensign with a white anchor on the green stripe.

The Secretary of War and Navy used an ensign according indications of the 1912 General Ordinance: Square vertical tricolor flag with coat of arms and four white vertical-aligned five-pointed stars on the green stripe.
The Secretariat of War and Navy was replaced by the Secretariat of National Defense (Secretar�a de la Defensa Nacional) on November 1, 1937. It is problably the ensign appointed to the Secretary of War and Navy remained the same after the change.
